DAGUPAN CITY – Mayor Alipio Fernandez, Jr. exercised his veto power over a newly passed city council ordinance that granted the condonation of penalties, interest and surcharges on back taxes due owners for-rent picnic shed at Tondaligan Park.
In his veto message sent to Vice Mayor and council presiding officer Belen T. Fernandez, the mayor said the ordinance is illegal because it was enacted without a public hearing and that there was no request whatsoever from his office for the passage of the same.
Being condoned per the ordinance which was passed when the presiding officer was Councilor Michael Fernandez is the amount of P1.6 million.
“If they cannot comply, they will be asked to voluntarily pull out or demolish their picnic sheds, otherwise the city government will do it for them,” he said.
In his veto message, Mayor Fernandez said that the request for condonation of penalties, interests and surcharges need further study by the city treasurer who shall then make the proper recommendation to him.
At the same time, Fernandez said the condonation si prejudicial to the public welfare and unfair to other shed owners who had been religiously and regularly paying their taxes to the government. (PNA)

DAGUPAN CITY – Original families who settled in Dagupan have bonded themselves in order to build the Capilla de San Juan de Evangelista costing more than P8 million just beside the St. John Metropolitan Cathedral.
Former House Speaker Jose de Venecia, Jr., congressman of the fourth district of Pangasinan, led the ground-breaking rites for the project, attended by descendants of the original families who made Dagupan their home.
De Venecia, whose family was among the original families who came to Dagupan, then a prosperous municipality of Pangasinan, initially contributed P50,000 of his P1 million pledge for the project.
Those who were not able to attend were the descendants of the Filipino-Chinese settlers Jimmy Fernandez and Mariano Lim and others, among the original families that came to Dagupan.
Dr. Aurora Samson Reyna of the University of Luzon said the Capilla San Juan de Evangelista will be a house that will symbolize the passage of one life to another life.
Dr. Gregoria Villaflor, prime mover of the project, confirmed that the chapel will be built with the help of the heirs of the original families who came to the city.
The ground-breaking rite was attended by Monsignor Rafael Magno and Fr. Manuel de los Santos, parochial vicar. (PNA)

DAGUPAN CITY – A motorcade, exhibits, symposium and free clinic marked the 5th national celebration here of the “Araw ng mga Buntis” (Pregnant Women Day) as provided for in Executive Order No. 569 issued by President Gloria Macapagal-Arroyo on March 9, 2004.
Dr. Ma. Corazon Gamilla, president of the Philippine Obstetrical and Gynecological Society (Foundation) (POGS), led the observance which was aimed at bringing due recognition to all pregnant women who are considered as heroes in their own rights by bringing another life into the world.
Ever since Proclamation No. 569 was issued, celebrations of the National Pregnant Women Day were held earlier in various cities in the Philippines yearly.
Dagupan City Administrator welcomed POGS officers and members throughout the country who converged at the CSI Stadia and Jimmy L. Fernandez Center here for the one-day event.
He also ordered all barangay captains to fetch all pregnant women from the city’s 31 barangays to undergo free clinics undertaken by well-known obstetricians and gynecologists throughout the country. Read more

DAGUPAN CITY – The Second Highway Engineering District has assured that the ongoing upgrading of 650-meter portion of the Dagupan-Binmaley-Lingayen road in barangay Tapuac here will be completed before the rainy season.
Rodolfo Dion, second highway district engineer, said the portion of the road, which is flood-prone, is now being elevated by 70 meters.
Costing P20 million, the project will even be finished before the city’s Bangus Festival slated sometime in April this year, he said.
The Bangus Festival is expected to draw a banner crowd that will come not only from Pangasinan but also from the whole region.
A drainage system was constructed ahead of the elevation work on the road way.
With the construction work now in full blast, the roadway has been declared for one-way traffic yet till March 15 when it will be totally closed. (PNA)

SAN CARLOS CITY, Pangasinan – The family of the late Mayor Julian Resuello was extremely disappointed over the still unresolved slaying of the Resuello patriarch almost 11 months ago.
Julier Resuello, who succeeded his father as mayor of San Carlos City, said the gunman, identified as Cesar de Guzman, alias “Cabesa”, including the mastermind, are still at large despite the efforts of the Philippine National Police.
The elder Resuello was gunned down inside a jampacked auditorium on April 28 last year and died two days later at the St. Luke’s Medical Center in Manila.
Police Provincial Director Isagani Nerez confirmed that operatives tasked to track down de Guzman in various parts of the country returned home empty handed.
So far, P2 million was already made available to any person who can furnish the police any information that could lead to the arrest and prosecution of the suspect.
Only Angelito Soriano, a native of Malasiqui, had so far been arrested and is now being tried for double murder and multiple frustrated murder before the Regional Trial Court.
But Cabesa is the more important one because he holds the key that could unlock the mastermind.
Nerez said the manhunt against de Guzman by elements of the Task Force Resuello is still continuing. (PNA)
The City of Alaminos will again be celebrating its annual City Fiesta dubbed as 2008 Hundred Islands Global Homecoming (HIGH) from March 14-18, 2008.
The festivity is in honor of Saint Joseph, the city’s patronal saint.
With the theme, “Baley Co, Aroen Co… Gali La” (Bayan Ko, Mahalin Ko, Halika Na), the celebration indicates the strong resolve, overwhelming support and unwavering commitment of Alaminians all over the world in realizing a more sustainable, livable, peaceful, progressive and green city of the Hundred Islands and ultimately contribute to the nation’s development.
Mayor Hernani A. Braganza, along with other city officials, local folks and various organizations has lined up activities to make this year’s celebration more significant, joyous, and memorable.
The celebration commences with the Grand Civic and Military Parade that include the colorful barangay floats and the candidates for Mr. & Miss Little Hundred Islands 2008 on March 14.
It will be shortly followed by the Drum and Bugle Corp and Drum and Lyre exhibitions in front of the Nepo Mart.
The Agri-Trade Fair will also be formally opened at C.P. Garcia St. along with the First Invitational Cyber Games Tournament at the Don Leopoldo Sison Auditorium (DSLA).
The Diocese of Alaminos leads some religious activities starting with the Blessing Rites and Prayers of the Archbishop on the same day.
The Feast of Saint Joseph will also be celebrated with a procession of the image of the patronal saint around the city’s central business on March 15.
A Thanksgiving Mass on March 19 at Saint Joseph Cathedral will be the culminating activity of this year’s religious celebration.

Juan P. Dayang, president of the Publishers Association of the Philippines, Inc. (PAPI), has urged the decriminalization of libel to avoid its being used to muzzle the press in performing its solemn duty of providing adequate and truthful information that affects the well-being of our people.
“Persons or organizations guilty of libel should suffer a reasonable fine, depending on the gravity of the offense, but they should not suffer imprisonment.” Dayang explained to the joint Senate committees on Constitutional Amendments, Revision of Codes and Laws chaired by Senaator Richard Gordon and the Public Information and Mass Media chaired by Senator Bong Revilla.
In a position paper, Dayang informed the Senate committees that the threat of a libel suit is often used to prevent the media from reporting or discussing issues that are of paramount interest to the public.
Dayang’s sentiment was earlier acknowledged in a recent message made before the International Conference on Impunity and Press Freedom by Chief Justice of the Supreme Court Reynato S. Puno who said that international organizations had identified two threats to freedom of expression and the free flow of information and ideas: censorship by killing and the abuse of restrictive defamation and libel laws. DAGUPAN CITY – A proposed Chinatown in Dagupan City could be an added attraction if not an additional tourism destination in Dagupan City.
This was stressed by Vice Mayor Belen Fernandez, commenting on the desire of the Dagupan Filipino-Chinese Chamber of Commerce led by Edison Co to build a China town in the entire stretch of Rizal Street.
Fernandez, a member of the continuously increasing Filipino-Chinese community in Dagupan, said the chamber is asking Mayor Alipio Fernandez, Jr. to endorse their plan to build Dagupan’s Chinatown.
“I’m sure Mayor Fernandez will approve the chamber’s request since it is of no expense to the city government. Besides, the establishment of the Chinatown jibes with the urban renewal program of the city,” the vice mayor said.
The proposed local Chinatown will be similar to Ongpin Street in Sta. Cruz, Manila, where most of the establishments are owned by traders of Chinese descents. Read more

MALASIQUI, Pangasinan – Rep. Rachel Arenas of the third district of Pangasinan admitted it pained her so much when she registered a “yes” vote on a House resolution seeking the ouster of Speaker Jose de Venecia, Jr.
She said in an interview last Friday that, being treated like a daughter by De Venecia and his wife Gina, she could have voted the other way around.
But Arenas revealed she could not do otherwise because she followed the dictate of their party.
The other Pangasinan congressmen who voted for the resolution were Reps. Arthur Celeste of the first district, Conrado Estrella III of the sixth district and the latter’s brother, partylist congressman Robert Estrella, Jr. of Abono. Read more
ALAMINOS CITY, Pangasinan – The tri-cities ferry service to be put up by the cities of Alaminos, Dagupan and San Fernando is all systems go this year.
“It is all systems go as far as all of us three mayors are concerned,” said City Mayor Hernani Braganza of Alaminos.
Braganza announced the signing of a memorandum of agreement (MOA) for the project by the first week of March in a meeting among all city mayors involved.
Signing the MOA are Braganza, and Mayor Alipio Fernandez, Jr. of Dagupan City and Pablo Ortega of San Fernando City Mayor Pablo Ortega. Read more
